For a hardware buyer, the practical question is not simply “Does my broker use CARM?” The importing business must establish its own account, give the broker the right portal authority, choose how release and payment will work, and coordinate accurate product and shipment information before goods are dispatched.

This CARM importer registration checklist is for Canadian importers sourcing bathroom and home-storage hardware from overseas, including China. It is not portal login support or customs advice. Account paths can differ for resident and non-resident importers, and a broker should confirm the steps for the importing entity and transaction.

What CARM setup means for a Canadian hardware importer

The CBSA says commercial importers need a CARM Client Portal account, a nine-digit business number (BN9), and a six-character import-export program account (RM). The BN9 and RM account combine into the importer’s business number account identifier. Importers can manage their account and grant access to employees or service providers in the portal.

A key operational distinction is that the importer registers its own business. The CBSA specifically says a customs broker cannot register the client’s business on the client’s behalf. The broker may support the buyer with advice or help navigating the steps, but the importer remains responsible for its own registration and for deciding what authority it grants.

The portal does not replace the rest of the import workflow. It supports business-account administration, broker delegation, commercial accounting declarations and payment. The importer and broker still need to settle the transaction’s classification, origin, value, applicable requirements, entry data and timing. Keep those questions separate from the act of opening an account.

Start with the legal importing entity and BN9 path

Before creating an account, confirm which legal entity will be the importer for the shipment. A Canadian subsidiary, a foreign non-resident importer, a distributor, or another entity may have different tax and customs arrangements. Do not select a company name for the portal merely because it appears on a purchase order or supplier invoice. Ask the company’s customs and tax advisers which entity is intended to import and account for the goods.

The CBSA’s current instructions distinguish residents and non-residents:

Most new Canadian resident businesses can obtain a BN9 during CARM portal registration. Some entity types, including trusts, may need to obtain it from the Canada Revenue Agency (CRA) first.

Non-resident businesses must request a BN9 from the CRA before trying to register in CARM. Attempting the portal registration without it can produce an error.

The importer then links or creates the appropriate RM program account through the applicable CARM process. Existing account holders should have their current business and program identifiers available.

Check the CRA and CBSA instructions for the exact entity type and registration scenario. This CARM importer registration path must be completed by the importing business itself, even when a broker is engaged. The BN9 is a business identifier, not a product classification and not proof that a particular shipment is ready to clear.

Register the importer and protect account continuity

The CBSA identifies the first user who registers the business in the portal as its business account manager (BAM). The BAM controls access requests and business-account permissions. The CBSA recommends assigning a second BAM as a backup. That matters in day-to-day importing: if the only account manager leaves, changes roles or loses access, portal administration can become a shipment-planning issue.

Use a company-managed email and access process where appropriate, and record internally who can approve new users or service-provider access. Establish role permissions deliberately. The CBSA distinguishes account-level roles, program-account roles and operational permissions; for example, a reader may view information while an editor can carry out specified operational activities. Assign only the access needed for each role, following the current portal guidance.

Before relying on a new account, confirm that the importer can sign in, that the expected BN9 and RM account are visible, and that the correct people can administer them. This is a readiness check, not a guarantee that CBSA will release a particular shipment. Before the next order, recheck CARM importer registration status and broker delegation for the exact importing entity.

Authorize the customs broker in two places

A broker relationship has both a business and a portal side. First, choose a broker licensed by the CBSA and agree in writing on the services, fees and responsibilities. The CBSA recommends a general agency agreement. The importer should understand who will prepare and submit release and accounting information, who will handle duty and tax payments, what records will be kept, and how exceptions or corrections will be escalated.

Second, the importer must grant the broker the appropriate Delegation of Authority (DOA) in the CARM Client Portal. The broker can request a business relationship in the portal, but the importer needs to accept or assign the delegation according to its account workflow. The written agency agreement and the electronic portal permission are related but distinct controls; one should not be assumed to substitute for the other.

The importer should confirm the scope and account level of the permission, verify that the named broker is the one actually engaged, and update access if the relationship ends or changes. Discuss who can view account information, submit declarations, make payments or perform other activities under the granted role. Do not share a user password as a substitute for formal delegation.

Decide how release and payment will work

Release Prior to Payment (RPP) is an optional CBSA sub-program. It can allow enrolled importers to obtain release before paying duties and taxes, subject to program conditions, financial security and accounting/payment deadlines. It is not a universal prerequisite to import. An importer not using RPP follows a different release and payment path, which the CBSA also describes.

Ask the broker to explain the practical choice for the importer’s shipment pattern, cash-flow plan and account setup. If considering RPP, verify the current enrollment conditions and financial security shown by CARM. The CBSA says the portal calculates the required security during enrollment; a new importer without transaction history may see different circumstances from an established importer. Do not assume a standard bond amount or promise a release date.

Importer readiness question

What to confirm

What it does not prove

Is the correct business registered?

Legal entity, BN9 and applicable RM account are visible in its CARM account

That product classification or other entry data is correct

Can the broker act online?

Written service agreement plus the importer’s intended portal delegation

That the broker is the importer of record or assumes every importer obligation

Will the importer use RPP?

Optional enrollment decision, current security requirement and payment process

That a shipment is guaranteed release or that duties are eliminated

Is the shipment data aligned?

SKU, product description, quantity, value, origin and documents match across parties

That a supplier can determine all customs obligations

A buyer can discuss the expected release and payment process before booking freight, then ask the broker what must be complete before the specific shipment departs. Keep the answer dated because account screens, CBSA instructions and transaction facts may change.

Align product and shipment facts with the factory and broker

A supplier can provide product information it has verified; the importer and broker decide how to use it in customs documentation. A clear handoff reduces avoidable differences between a purchase order, commercial invoice, packing list and product record.

For bathroom or home-storage hardware, ask the factory for a concise, version-controlled packet that may include:

buyer SKU and supplier reference, product name, drawing revision and order quantity;

product function, construction, components supplied together and relevant dimensions;

material facts supported by current product or supplier records, clearly marking unknowns;

commercial invoice and packing-list fields as agreed with the importer and broker;

carton count, net/gross weights and marks matching the final packing configuration;

shipping schedule and named contacts for corrections or document questions.

The importer and broker should own customs decisions such as tariff classification and origin treatment. The factory should not guess a code, country-of-origin determination or duty amount because a form asks for one. The buyer should verify the commercial invoice and shipping documents against the actual configuration and order before dispatch. If a product revision changes its construction or included parts, tell the broker rather than assuming the previous description remains suitable.

Who owns each step?

الخطوة

Importer

Licensed customs broker

Factory or supplier

Identify the legal importing entity

Owns and confirms the entity

Advises within engagement

Provides supplier and product identity details

Register the business in CARM

Registers its own business and maintains account access

May explain steps; cannot register the client

No importer account role

Establish authority

Approves portal users and broker delegation

Requests/uses authority within assigned scope

No customs portal authority

Choose RPP and payment plan

Decides with broker and maintains required account arrangements

Explains service and transaction workflow

No role in importer’s RPP election

Describe the goods

Confirms purchase and entry facts

Advises on customs data and filings

Supplies verified construction, dimensions and material information

Handle changes and records

Retains importer records and directs corrections

Performs agreed services and flags issues

Reports product/order changes and supplies corrected documents

This division is a planning aid, not a substitute for an agency agreement or professional advice. The exact responsibilities depend on the transaction, the legal importer and the services agreed with the broker.

Pre-shipment readiness checklist

Before the next hardware shipment is booked or dispatched, the importer can ask:

Have we identified the legal entity that will import and account for these goods?

Does that entity have the correct BN9 and importer RM account, using the right resident or non-resident registration route?

Is a company-controlled BAM available, with a backup account manager and appropriate internal user permissions?

Have we selected a CBSA-licensed customs broker, agreed the services and fees in writing, and granted the intended CARM portal authority?

Have we made an informed decision about optional RPP and, if enrolled, checked current financial-security and payment requirements?

Does the broker have the product description, SKU, value, origin and other shipment facts it needs from the importer and supplier?

Do the purchase order, commercial invoice, packing list, quantity, carton information and product version agree?

Is there a named owner for correcting an invoice or product-data mismatch before the shipment moves?

Have we saved current CBSA instructions and the date on which the account and release plan were checked?

A “yes” to this list improves coordination; it does not guarantee customs release or establish that every permit, classification or other regulatory requirement has been satisfied. A broker may offer guidance, but the importing business must complete its own registration before granting the broker portal authority.

Is RPP mandatory for every commercial importer?

No. CBSA describes RPP as an optional sub-program. If an importer wants release before payment, it must meet the current enrollment and financial-security conditions. Ask the broker what payment/release route applies to the shipment if the importer is not enrolled.

Does portal delegation replace a broker agreement?

The importer should treat them as separate controls. A written service or agency agreement defines the engagement, while CARM portal delegation controls online access and permitted actions. Confirm both and keep their scope aligned.

Can a non-resident importer use the same BN9 steps as a Canadian resident?

The current CBSA guidance says non-resident businesses must obtain a BN9 from the CRA before attempting CARM business registration. Resident businesses may have a different path. Confirm the correct process for the entity with CRA, CBSA and the customs broker.

What information should a hardware factory provide?

The factory can provide accurate product and shipment facts within its records, such as SKU, construction, dimensions, components, verified material information and packing data. The importer and broker should determine how those facts are used for classification, origin and accounting.

اعمل مع شركة «كويتور» للأدوات

A supplier can help keep the factory-side product file consistent by confirming the product version, construction, dimensions and shipment documents that it holds.
