A statement from a steel or component supplier may be useful input, but it does not automatically substantiate a private-label claim about a finished bathroom rack, shelf or accessory. Before using claim language in a listing, carton or catalogue, the importer should know what material is covered, how any percentage was calculated and which market’s rules apply.

This is a buyer evidence checklist, not legal advice. The examples below distinguish U.S. federal guidance, the EU directive and UK Competition and Markets Authority guidance; they are not one global rule. Koitor’s company records do not confirm recycled feedstock, a recycled-content percentage, chain-of-custody certification or product-level environmental verification. Buyers should request evidence from the responsible suppliers and verify that it covers their own SKU before making or repeating a claim.

What exactly is the claim about?

First identify the object of the claim. It could refer to the finished product, its steel body, a specific bracket or fastener, or the packaging. These are different scopes. A sentence such as “made with recycled metal” may leave buyers and consumers unsure whether it describes the entire rack or just one material input. A badge, product photo or range name can also communicate a claim even when the body copy is more limited.

Create a claim record with the exact draft wording and the placement where it will appear. Include the product name and SKU, product revision, market, language, channel, claim owner and approval date. If the claim covers a component, identify it clearly in the copy and supporting documents. If it covers packaging only, do not let a label or image imply that the hardware itself contains recycled content.

For a multi-material product, list the components relevant to the claim: steel frame or body, other metal parts, plastic pads, adhesive elements, coating and packaging. Decide which parts are included in the calculation and why. A percentage of the steel input is not automatically a percentage of the finished product by weight. The denominator and excluded parts should be explicit and consistent across the evidence and marketing statement. For a recycled steel content claim, keep the calculation attached to the SKU record rather than copying an upstream percentage into the product catalogue.

Claim record field

Buyer should capture

Por qué es importante

Exact wording

Full sentence, badge, symbol and nearby qualification

Meaning can change with context or implied imagery

Claim boundary

Finished SKU, named component or package

Prevents one part from being presented as the whole product

Product identity

SKU, drawing/BOM revision, size, market and sales period

Connects evidence to the version actually sold

Percentage basis

Numerator, denominator, weight basis and rounding method

Shows what a numeric figure represents

Material source

Supplier, material description, lot or period, and source category stated by supplier

Makes the underlying input identifiable

Supporting evidence

Declaration, transaction or lot record, calculation and verification details

Helps assess whether the statement is substantiated

Change owner

Who confirms changes to source, supplier, blend or calculation

Keeps a claim current when procurement changes

Keep one approved claim for one defined product scope. Do not combine a steel percentage, packaging claim and general “eco-friendly” phrase into a broad statement unless each implied benefit is separately supported and presented clearly.

How should a recycled steel content claim be calculated and described?

Ask the supplier what the percentage means before asking what number to print. Is it based on the mass of steel in the finished product, the mass of the entire finished SKU, or an upstream steel intermediate? Does it apply to one production lot, a defined time period or an average over multiple inputs? Which included parts and process losses affect the denominator? If the supplier cannot explain these fields, the buyer does not yet have a clear claim basis.

The U.S. Federal Trade Commission’s Green Guides discussion in 16 CFR 260.13 is specific to U.S. marketing claims. It describes recycled content as material recovered or diverted from the waste stream, and says a partial-content claim should be qualified to avoid misleading people about the amount or percentage by weight in the finished product or package. For pre-consumer material, the guidance says the advertiser should have substantiation that the material would otherwise have entered the waste stream. This is U.S.-specific guidance; it should not be copied as a universal legal formula for every destination market.

El FTC’s Green Guides summary likewise warns that a partial recycled-content statement should be qualified and that used, reconditioned or remanufactured components should be clearly distinguished. The current eCFR text is the more detailed reference for the U.S. example. Neither source certifies a supplier’s material or approves an importer’s product copy.

When the supplier uses “pre-consumer” or “post-consumer,” ask for the underlying definition and records used. Do not assume manufacturing scrap automatically qualifies. Under the U.S. guidance, for example, material from a process that is normally reused within that process may not support a recycled-content claim if it would not otherwise have entered the waste stream. For a different market, verify the local definition instead of importing that rule.

A buyer can request a calculation worksheet that names the material quantity, product or component weight, production period or lot, included components, exclusions, yield or loss assumptions, and responsible preparer. If a supplier provides only an upstream percentage, ask which finished-product parts it covers and whether the percentage was recalculated for the SKU. Do not infer that a mill declaration, material grade certificate, environmental product declaration or general company certificate proves a recycled percentage for a particular bathroom accessory.

What supplier evidence should support the claim?

Evidence should connect the claim to a product version and the actual supply path. Depending on the supplier’s system and the market, useful records may include a signed material declaration, purchase or transaction records, supplier and material identification, lot or period references, a calculation worksheet, and an explanation of any verification or assurance process. The buyer should ask which records exist rather than presuming one particular certificate is mandatory for every product.

A simple evidence review can ask:

Who made the statement, and which upstream supplier supplied the material?

What material, component, SKU and revision does it cover?

Is the claim about mass fraction, a declared category or another measurement?

What time period, lot or production batch does the evidence cover?

How are pre-consumer and post-consumer sources defined in the applicable market?

Does the supplier describe physical segregation, blending or another accounting approach, and what does that approach establish?

Which parts are outside the claim boundary, such as fasteners, coating or packaging?

Who checked the calculation, and can the buyer obtain supporting records or a suitable assurance statement?

When was the evidence prepared, and what change would make it outdated?

A declaration is not automatically independent verification. A certificate may document one supplier, material or management process without proving the percentage in the finished SKU. A chain-of-custody document may cover a defined scope but not necessarily each part of the finished article. Read the scope, exclusions, validity period and named product carefully. If details are commercially confidential, discuss whether the supplier can provide a redacted record or explain the verification method without exposing protected commercial information.

The UK CMA’s current supply-chain guidance, Making green claims: Getting it right, across the supply chain, was published on 22 January 2026. It says businesses across a supply chain should take steps to ensure claims they make or pass on are accurate and not misleading, and that evidence should be available and kept current. Its scope is UK consumer protection guidance. Its examples are useful for buyer process design, but they do not replace the law of another country or a product-specific legal review.

If the supplier cannot provide enough evidence to support the wording, narrow or omit the claim until the scope can be verified. A cautious claim that precisely describes a documented component may be clearer than a broad whole-product statement, but the buyer still needs to check the applicable rules and ensure the surrounding presentation does not imply more.

Which rules apply in the target market?

Record destination markets before approving label or catalogue copy. A claim used in the United States, United Kingdom and European Union can be subject to different legal texts, enforcement guidance and implementation details. The article gives examples for buyer orientation; a company selling into several markets should confirm the current rule in each one.

For the EU, Directive (EU) 2024/825 on empowering consumers for the green transition is in force. It requires Member States to apply national measures from 27 September 2026. That date has passed. The directive concerns amendments to consumer-protection rules, including environmental claims and labels, but it does not set a single recycled-steel calculation method for finished bathroom hardware. Importers should check the current national implementing law and applicable guidance in each destination Member State before approving consumer-facing language.

For the United States, use current U.S. sources such as the FTC Green Guides and the current eCFR presentation of 16 CFR Part 260 as the relevant U.S. framework. Do not describe those sources as product certification. For the United Kingdom, consult current CMA guidance and the Green Claims Code, and keep the UK example distinct from EU law. If a claim’s scope is uncertain, send the exact wording, SKU evidence and planned placement to qualified counsel or a relevant authority for market-specific review.

The practical rule for an importer is to keep market applicability as a field in the approval record. If the product team changes the wording, adds a badge, moves the claim to a product title, translates it, or sells it in a new country, the old review may no longer answer the new question.

How can buyers control artwork and supplier changes?

Compare the supplier’s declaration, calculation, product specification, packaging artwork and online listing side by side. Use the same SKU, revision, scope, percentage and source terminology everywhere. If a statement applies only to the steel body, the product page and any label should not imply that the entire product or package has that content.

Place the claim review into the sample and artwork approval process. Ask the supplier to flag material-source changes, substitute suppliers, changes in calculation basis or periods, and updates to any verification statement that supports the claim. The importer can then decide whether the claim remains accurate, whether new evidence is needed, or whether wording should be changed before the next batch is marketed.

For supplier qualification, request a package that can be understood by the person approving product data, not just a one-line marketing declaration. Keep a copy of the evidence, its date and its named scope. Set a review trigger for changes to the material supplier, production site, BOM, sourcing period or claim wording. Do not assume that the existence of a quality management certificate, material certificate, EPD or audit proves the environmental claim unless its scope directly addresses the required information.

For more context on Koitor’s confirmed product categories, see the custom bathroom hardware manufacturer overview y private-label bathroom accessories page. These pages do not imply that Koitor uses recycled feedstock or holds recycled-content certification. Buyers should confirm any product-specific material and claim evidence with the supplier responsible for the SKU.

Before approving consumer-facing copy, a buyer can use this final checklist:

Does the statement identify the finished product, component or packaging it describes?

Is every percentage tied to a stated weight basis, product revision and period or lot?

Does the source evidence explain the material category and any pre-/post-consumer distinction used?

Can the supplier connect the evidence to the product’s actual BOM and supply chain?

Are exclusions and calculation assumptions clear?

Is the evidence current and appropriate for each destination market?

Do the image, icon, product title and surrounding text imply a broader environmental benefit?

Are artwork, listing and supplier records consistent?

Is there a written change-notification and review trigger?

If evidence is incomplete, has the claim been held, narrowed or removed?

A claim should move from draft to approved only when the defined scope, evidence and market review match. This helps the importer ask focused questions without claiming that one certificate, one material document or one upstream percentage automatically answers every product-level question.

Preguntas frecuentes

Is a supplier statement enough to claim recycled content?

Not by itself. The buyer should determine what the statement covers, connect it to the exact SKU or component, understand the calculation and confirm the evidence and wording are appropriate for the target market.

Can a steel certificate prove the recycled percentage in a finished rack?

Only if its scope and accompanying calculation actually establish that percentage for the finished SKU under the applicable method. A document that identifies grade or a material lot may not answer the finished-product claim question.

Is a component-level claim the same as a whole-product claim?

No. If only a bracket or steel body is covered, the wording and presentation should identify that scope and avoid suggesting the whole rack or package has the same content.

Does the EU directive set a recycled-steel calculation formula?

The directive sets consumer-protection amendments and application timing through Member State measures; it is not a finished hardware recycled-steel calculation method. Check current national implementing law and relevant guidance.

Does Koitor certify recycled metal content?

No such Koitor recycled-feedstock, percentage or chain-of-custody certification is confirmed. Buyers should request product-specific evidence from the suppliers responsible for the material and finished SKU.

Working with Koitor Hardware

For a metal hardware RFQ or product-data discussion, share the target SKU, drawing or sample, material scope and any claim wording that requires supplier evidence.
