A buyer should confirm whether the retailer expects a 2D symbol for POS, whether the existing linear barcode must remain, who controls the GTIN and encoded data, and which artwork revision the factory may print. The current GS1 retail guidance describes Ambition 2027 as an industry POS-readiness goal, not a law that requires every product to replace its 1D barcode by a universal deadline. During the transition, dual marking may still be needed; retailer-specific readiness and written acceptance must control each SKU.

What Does GS1 Ambition 2027 Mean for a Hardware Buyer?

For GS1 2D barcode packaging, the written SKU-level instruction—not a general industry target—should govern the artwork brief.

GS1’s Ambition 2027 is an industry goal for retail point-of-sale systems to be able to read and process a defined set of GS1-compliant 2D barcodes alongside existing linear barcodes by the end of 2027. It is not, by itself, a legal packaging deadline, a universal retailer conversion date or an instruction for a hardware factory to replace every EAN/UPC barcode with a QR code. GS1’s current Ambition 2027 explanation describes a retail capability goal. The GS1 2D Barcodes at Retail Point-of-Sale Implementation Guideline provides implementation guidance for brands, manufacturers, retailers and solution providers; its current repository lists version 1.1.0, dated 22 December 2025.

For a buyer sourcing bathroom or home-storage hardware, the practical question is not “Should every carton now show a QR code?” It is “What has this specific retailer approved for this product, package level, market and effective date?” A retailer may be preparing scanners, product-data systems or an individual private-label program at a different pace from another retailer. A brand may explore a 2D use case before its sales channels are ready to accept it. A Chinese contract factory can apply a buyer-approved packaging file, but it cannot infer the retailer’s readiness from the year alone.

The safest starting point is to separate a system-readiness target from a SKU-level artwork change. Keep the current production file in force until the buyer has documented which products are included, what the retailer will scan and when the new package becomes effective. If a retailer has issued a specific onboarding or conversion instruction, record that source in the project file and use it to define the order scope.

The distinction matters because an early artwork change can create operational risk. If a package loses its linear barcode before the required retail systems can read the replacement, a product may need manual handling or fail a retailer’s acceptance process. Conversely, adding an unapproved 2D symbol can create conflicting data, duplicate identifiers, unreadable artwork or a packaging version that does not match the product record. A printed symbol is only one part of a coordinated product-data and retail-system change.

Which Retailer Questions Must Be Answered Before Artwork Starts?

Ask the retailer or its authorized product-data contact to define the use case before requesting a factory proof. The use case determines whether the project is about point-of-sale identification, consumer-facing product information, additional data capture or another approved purpose. Different purposes can require different data, symbol types, scanning workflows and ownership. A generic request to “add a QR code” is not a complete manufacturing instruction.

Which SKU and market? Identify the exact product, GTIN, package level, destination market and retailer program. Do not assume one approval applies to every variant or country.

What must the symbol do? Confirm whether it is intended for retail POS, a consumer-facing GS1 Digital Link experience, or another documented process.

Which GS1 barcode option and syntax? Ask the retailer and brand-data owner to specify the accepted option and encoded format. GS1 describes multiple retail 2D options; a supplier should not choose one based only on artwork space.

What data belongs in it? Confirm GTIN and any additional data, such as a URL or other identifiers, with the organization that owns those records.

Does the linear barcode remain? Get written direction on whether the current POS linear symbol must stay, whether dual marking is required, or whether a retailer-specific single-2D path has been approved.

What is the timing? Record the effective date, first order or lot affected, sell-through or inventory transition approach and whether old packaging may remain in use.

What evidence is needed? Clarify whether the buyer requires a digital artwork review, a printed proof, a first-off package, a scan check or retailer-system confirmation—and who accepts each item.

These questions prevent separate stakeholders from making incompatible assumptions. The retailer may control point-of-sale requirements; the brand or importer controls its product information and authorized GTIN assignment; the factory receives the approved production file and follows the agreed print and inspection instructions. The project owner should record each responsibility instead of leaving the factory to interpret a retailer’s technical policy.

Who Owns the GTIN, URL and Encoded Product Data?

The buyer-side product-data owner should provide the approved identifier and authoritative destination data. A factory can place supplied artwork or follow a validated file handoff, but it should not invent a GTIN, create a product URL or modify encoded information unless the buyer has expressly assigned that work and approved the output. The identifier in the package must correspond to the correct product and package level in the buyer’s product master.

Distinguish the retail consumer trade item from shipping and logistics identification. The barcode on an individual sellable package serves a different purpose from a case label, pallet label or shipping-unit identifier. Do not move an SSCC or case-level code onto consumer artwork merely because a new 2D project is underway. If several identifiers appear on the same packaging, the responsible data owner should explain what each one identifies and which system reads it.

Keep the approved data in a controlled record that ties together product name, variant, GTIN, symbol choice, encoded content, any linked destination, package level and artwork revision. The record does not need to expose private URLs or credentials in the factory’s general files. It does need to let authorized reviewers confirm that the artwork proof matches the correct SKU and that a later order uses the same approved data.

A QR-shaped graphic is not automatically a GS1-compliant retail barcode, and a phone camera opening a web page does not prove that a retailer’s POS can process the symbol and associated data. The article’s use of “QR” should therefore not blur the distinction between a consumer scan and a retail scan. Follow the retailer’s selected use case and the relevant GS1 specification, then retain the approval evidence for the exact package revision.

When Should a Package Keep Both 1D and 2D Barcodes?

During the transition, dual marking may be required so that a product remains usable in retail systems that have not yet been updated. GS1 states that linear barcodes will not disappear immediately and that coexistence continues while POS capabilities are being enabled. The current guideline discusses dual marking and explains that a 2D barcode should not be the only on-pack retail symbol until the relevant retail capability and requirements permit it. There can be exceptions for closed or retailer-controlled environments, especially certain private-label programs, but a supplier’s ability to print a single 2D code is not evidence that the retailer has approved that path.

For a private-label hardware buyer, ask whether the retailer has explicitly confirmed a single-2D transition for the named SKU and whether its stores, distribution operations and relevant partners can process it. GS1’s position paper on single 2D barcodes for retailer private-label products describes an opportunity for retailer-led programs, not a general exemption that every supplier can apply on its own. The retailer’s instructions and ecosystem readiness remain controlling.

Project condition

Buyer action

What the factory should receive

Retailer has not confirmed 2D POS readiness

Keep the approved current package until written direction is available

Existing released artwork and a hold on unapproved revisions

Retailer requires both symbols during transition

Confirm symbol options, data, placement and review method

One controlled dual-marking file tied to the correct SKU and revision

Retailer approves a single 2D path for a named private-label SKU

Record the retailer, products, effective date and acceptance evidence

Specific released artwork and first-off checks for the affected items

Consumer QR or Digital Link is being considered separately

Confirm destination ownership, content and ongoing URL control

Buyer-approved symbol artwork; no invented data or destination

Package space is part of the decision, but it should not dictate the decision. If both codes are required, review the available label or carton face, quiet-zone and placement requirements with the brand’s packaging specialist. If there is not enough suitable space, return to the buyer and retailer for a revised layout or an approved alternative. Do not shrink, move or omit a code informally to make a design fit.

Keep the product, carton and approved artwork revision linked during handoff; the image contains no production barcode data.

What Can a Hardware Factory Check—and What Must the Buyer Approve?

Once the responsible buyer provides the released file, the factory can follow the agreed production instructions and confirm the specified package version is being used. Depending on the project scope, the buyer may ask the factory to compare the printed proof with the approved artwork, verify that the correct SKU and file revision are present, examine the stated placement and protect the print during packing. Those are project-specific checks, not proof of GS1 membership, retailer approval or barcode verification-laboratory capability.

The brand or importer should own the commercial decisions that require retail context: GTIN assignment, product-data accuracy, allowed encoded content, retailer-specific acceptance, cutover timing and whether a linear symbol can be removed. A qualified barcode solution provider or appropriately equipped party may be needed for technical barcode verification or POS-system testing. The buyer should identify who performs that work and which method or acceptance evidence applies. A factory’s visual inspection of a carton cannot substitute for POS acceptance testing.

For private-label bathroom accessories, packaging and product changes need to stay synchronized. A new barcode may be linked to a new SKU, finish or assortment. Confirm the sellable unit, inner pack and master carton where relevant, and keep case-level logistics labels separate from retail item artwork. The private-label bathroom accessories guide provides the broader product and packaging context for an OEM program.

Use a clear file handoff: name the released file with the product identifier and revision; identify superseded artwork; send it through the agreed channel; and record who approved release. If the factory receives a later replacement, the buyer should state whether existing printed packaging may be consumed, segregated, relabeled or scrapped. That disposition is a commercial instruction and should not be guessed from file dates.

How Should Buyers Review the First-Off Printed Package?

In GS1 2D barcode packaging projects, the factory’s role is limited to the approved artwork handoff and checks stated in the order documents.

Define the review unit before production: it might be one printed carton, one complete retail pack, a set of product variants or a master carton showing the required case marks. The sample should come from the intended packaging process where possible. If an early digital mockup is used, label it as a design review and do not treat it as proof of print quality or final production acceptance.

Match the printed sample to the approved artwork name, revision and effective SKU.

Confirm the correct GTIN and data source were supplied by the authorized buyer-side owner.

Check the required linear and 2D symbols are present or absent exactly as the retailer-approved file specifies.

Review placement, contrast and available quiet space against the buyer’s chosen technical criteria.

Use the project’s agreed scan or verification method; do not substitute an ordinary phone scan for POS acceptance.

Check label position against folds, seams, tape, corner protection and other printed information.

Confirm product variant, finish, pack quantity, instructions and carton contents agree with the artwork and order.

Record the reviewer, sample identity, findings, open actions and approval before releasing the file for the relevant order.

If the buyer requests a scan, state which device or verifier, code type, operating mode and acceptance criteria apply. “It scans on my phone” is a limited observation: it does not establish that every retailer scanner or software system can decode the symbol, process its data and complete the intended transaction. Similarly, a clean-looking print does not prove data accuracy. Keep artwork approval, data validation and POS testing as related but separate records.

After the first-off review, tie the decision to production and reorder control. A later change in GTIN, destination URL, symbol, layout, carton supplier or package dimensions may require another proof. A revised product finish or new market may also change the SKU or labeling information. Ask the project owner to define which changes trigger reapproval, who signs it and how the factory will identify the live version. Do not reuse an old package file solely because the product name looks similar.

Review the real packed product and its released artwork together, while keeping retailer and data-owner approvals on record.

Buyer Checklist and Frequently Asked Questions

Obtain the retailer’s written 2D use case, readiness and effective date for the named product.

Identify SKU, GTIN owner, package level, selected symbol and authoritative data source.

Confirm whether the linear barcode stays, whether dual marking is required or a retailer-approved single-2D route applies.

Assign ownership for barcode data, artwork creation, technical verification, POS testing and factory file release.

Approve one version-controlled file and identify superseded versions and existing-pack disposition.

Define the first-off sample, acceptance evidence, scan method and responsible approver.

Keep retail item codes distinct from case and pallet logistics identifiers.

Set reapproval triggers for changes to GTIN, URL, artwork, SKU, package or retailer program.

Does Ambition 2027 require every hardware package to replace its linear barcode?

No. GS1 describes an industry goal for POS readiness, not a universal legal date requiring every brand to remove its current linear barcode. Follow the specific retailer’s written requirements and the current applicable GS1 guidance.

Can a factory decide which GS1 2D symbol to print?

The factory should use the symbol and data defined in the approved buyer or retailer artwork. The buyer-side brand/data owner and retailer should resolve the use case and selected implementation before production files are released.

Can a private-label SKU use only one 2D barcode?

Some retailer-controlled private-label programs may be able to use a single 2D symbol when their own systems and processes are ready. That is a retailer-specific decision, not an automatic rule for all private-label products or suppliers.

Does a phone scan prove the code is ready for store checkout?

No. A phone scan may demonstrate that a camera can decode some content.
