The Packaging and Packaging Waste Regulation (PPWR) has applied since 12 August 2026, but the European Commission says businesses must continue to follow existing national registration rules while new uniform registration and reporting rules are being established. A buyer should not assume that one country’s registration automatically covers sales in every other Member State.

The practical approach is to maintain one market-entry matrix, with a separate row for each destination and sales route. Identify the likely responsible legal entity, confirm the applicable national register or scheme, and collect physical packaging facts from the factory or packaging supplier by SKU and revision. The importer or brand owner then reconciles those supplier facts with its own sales and placement records and confirms the filing route with the national authority, producer responsibility organisation (PRO) or qualified adviser. This is a planning guide, not legal advice or a country-by-country role determination.

Short answer: use one framework and a separate row for each market

The PPWR is an EU regulation, but the administrative route for packaging EPR is not yet one central EU registration. Article 44 provides for producer registration in each Member State where the relevant packaging or packaged product is first made available, or where packaging is unpacked without the operator being an end user. The Commission’s current small-business guidance says existing national registration rules continue while harmonised registers and reporting rules are developed. Those two points mean a multi-country seller should map each national route before launch.

This does not mean every product creates a new registration in every country regardless of facts. The relevant producer role, first availability, packaging type, commercial route and national implementation all matter. It means the buyer needs a structured way to check those facts rather than reusing one country’s answer as if it were a universal clearance.

For a buyer planning EU packaging EPR across multiple countries, start with the markets where packaged products are expected to become waste, then trace who supplies each market and through which channel. Keep the legal-role analysis separate from the factory’s packaging data. The former belongs to the responsible business and its adviser; the latter is a supplier evidence request.

Why national workflows still matter after PPWR began applying

The Commission identifies 12 August 2026 as the PPWR application date. The regulation creates common EU packaging rules, but the Commission also explains that current national producer registers and registration rules remain relevant during the transition. Once the Commission’s uniform registration and reporting implementing rules are in place, Member States will have 18 months to adapt existing registers or establish new ones. Until then, buyers still need to verify the current route in each destination.

The distinction is useful because “harmonised regulation” can sound like “one registration.” They are not the same thing. A common EU packaging framework can coexist with national registers, local authorities, PROs, fee methods, reporting calendars and country-specific procedures. A central spreadsheet is therefore a coordination tool; it is not itself a registration, legal opinion or substitute for a country’s instructions.

Treat an EU rollout as two linked workstreams:

EU-level product and packaging requirements: identify which PPWR duties apply to the packaging and the business’s role. The requirements can concern packaging composition, design, documentation and other parts of the packaging life cycle.

National EPR administration: identify where the packaging is first made available or unpacked, which entity is the producer for that route, and which national register, scheme, filing or representative rules currently apply.

The same product specification may support both workstreams, but the records and decisions are not interchangeable. A packaging technical file does not by itself establish that the correct national EPR entity registered. A national EPR number does not by itself establish that every PPWR design or documentation requirement has been addressed.

Build a market-by-market matrix before the first shipment

Make one row for each destination and channel combination that could change the responsible entity or reporting workflow. If the same country is served through a distributor and a direct-to-consumer web shop, keep separate rows until the responsible reviewer confirms that they can be combined. If a retailer imports under its own private label, keep that route distinct from the manufacturer’s own-brand sales.

Matrix field

What to record

Main evidence owner

Destination

Member State and planned first-sale date

Importer, distributor or brand owner

Sales route

B2B supply, retailer/private label, marketplace or direct online sale

Commercial team

Legal entities

Seller, contracting buyer, importer, brand proprietor and first customer

Buyer and legal/compliance reviewer

Packaging unit

Product unit, grouped pack, master carton and transport packaging actually used

Factory and packaging suppliers

Producer-role question

Which entity first makes the packaged product available, or unpacks it without being an end user, under the applicable rule?

Responsible business with national adviser/authority

National process

Current authority, register, PRO, representative rule and reporting owner

Responsible business/adviser

Supplier evidence

SKU/revision, component, material description, quantity, weight basis and source

Factory or upstream packaging supplier

Buyer records

Sales quantities, imports, returns, onward exports and reporting period

Importer or brand owner

Decision record

Role conclusion, source URL, reviewer, date and next review trigger

Responsible business

The matrix should record questions and evidence, not substitute its own universal producer test. For example, the buyer can note that a sales route is direct to an end user in another Member State and flag that for review. The matrix should not automatically assign the producer role without checking the PPWR definition and current national guidance.

Use country-specific source pages to complete each row. For example, a buyer can consult our separate guides to Spain’s packaging EPR route, Italy’s CONAI packaging data and the Netherlands’ Verpact role and supplier data. These pages answer country-specific questions; their filing steps should not be copied into another country’s row without checking that country’s authority or scheme.

Separate supplier-controlled facts from buyer-side decisions

A factory can describe what it packs and provide records for its own production configuration. It usually cannot know the importer’s total market quantities, the legal entity that first supplies each Member State, which items are exported onward, whether goods are repacked by a fulfilment provider, or how the business’s reporting unit is defined. These buyer-side facts can determine which national process applies.

Supplier evidence for each product and packaging revision

For a metal bathroom shelf or wire basket, request the actual packaging list for the approved SKU and revision. It may include a protective sleeve, paper insert, retail carton, dividers, master carton and pallet wrap. Do not assume that all SKUs in a product family use the same components or carton quantity.

Ask for the following fields:

product SKU and product revision;

packaging revision and effective production date;

component name and pack level (unit, grouped pack, master carton or transport packaging);

supplier’s material description for each component;

number of each component used for one retail unit and one master carton;

unit weight, sample count, measurement date and whether the value was measured, calculated or estimated;

supporting packaging specification, bill of materials, weighing sheet or upstream supplier record;

products per carton, carton configuration and any single-use transport materials the supplier can identify;

change history, affected orders and the date a new configuration began.

Where components contain multiple materials, ask the packaging converter or component supplier for the best available composition evidence. Record what is documented and what remains unknown. A photograph can help identify an item, but it does not prove its material, weight or legal classification.

Buyer-side records for each destination

The buyer should connect the supplier’s weight data to its own market quantities and reporting period. Keep sales or import quantities, destination, channel, returns, samples, onward exports, local repacking and disposal events available for the responsible reviewer. If the seller uses a marketplace, ask who contracts with the consumer and which company is identified as seller of record; do not assume that the platform handles the producer’s EPR duties.

When a master carton contains several product units, the buyer may need to allocate shared packaging under the applicable national method. The supplier should provide the carton weight and pack quantity; the responsible entity and adviser determine how those facts feed the national report. Do not turn an average for a broad family into SKU-specific evidence unless the grouping method is supported and accepted for that reporting purpose.

Keep evidence levels distinct. A measured value should identify the sample and measurement date. A calculated value should point to a specification or explainable calculation. An estimated value should remain labelled provisional until verified. This lets the reviewer prioritize checks for high-volume items, mixed-material packaging and products close to a country-specific threshold without implying that every market has the same threshold.

Check sales channel and authorised-representative questions

A country matrix should distinguish B2B distribution from direct sales to an end user. PPWR’s producer definitions and the Commission’s June 2026 implementation guidance explain that the supply-chain facts and the territory where packaging is first made available matter. The Commission gives examples in which a business selling packaged goods directly to end users in another Member State may have a producer role there. It also notes that VAT registration by itself should not be treated as proof of establishment for EPR purposes.

For each destination, record whether the product is sold to a distributor, a retailer, a professional end user or a consumer. Add who owns the brand, who instructs the packaging, who makes the first supply in the destination and whether another business repacks the product. If any facts change between countries, do not reuse the prior country’s role conclusion.

Cross-border authorised-representative rules need a current check. As of 26 October 2026, the European Commission’s small-business EPR page says the requirement applies across Member States from August 2026. The Commission also says a proposal to suspend the requirement for small businesses is still being examined and has asked Member States to enforce pragmatically and abstain from sanctions while it is considered. That proposal is not an adopted exemption. A business should check the current law and national authority instructions for its size, establishment, sales route and producer role before deciding whether it must appoint a representative.

Also distinguish an authorised representative for EPR from a customs representative, an importer of record, a commercial agent, a VAT representative or a PRO. Similar labels do not mean the same appointment or mandate. If an adviser recommends an appointment, record the named legal entity, country, scope, start date and responsibilities in the matrix, and keep the signed mandate with the registration evidence.

Request one supplier data packet that can serve the review

The supplier request should be specific enough that a factory can answer consistently, but it should not ask the factory to make a legal decision for every market. A usable request can say:

For SKU [buyer code], product revision [revision] and packaging revision [revision/date], please list the components used for one retail unit and one master carton. For each component, state the material description, quantity per pack level, unit weight, sample count, measurement date and whether the value is measured, calculated or estimated. Please attach the supporting specification or weighing record, confirm units per carton and identify any upstream packaging supplier. Please also note any difference from the prior approved revision and the first production date using the new configuration. This request is for supplier evidence; our team will determine country-specific EPR roles and market quantities.

Store the response beside the purchase specification, sample approval and production order. Use the same SKU and packaging revision reference in the report workbook so procurement, quality and compliance teams can find the evidence later. If an upstream converter provides material data directly, preserve the original source and show which supplier row it supports.

For a portfolio with many products, prioritize a controlled master list rather than asking the supplier for a one-off annual estimate. A good master list links each SKU to an approved packaging revision and its supporting record. The buyer can then connect order quantities and destination data by reporting period. If a supplier proposes a new packing method to reduce carton damage or shipping volume, treat the proposal as a packaging revision requiring updated facts and a fresh destination review.

Reopen the review when a route or packaging detail changes

A market matrix is useful only if someone owns updates. Assign a role owner for each destination and set a review trigger. Reopen the affected row when:

the business adds a new Member State or stops selling in one;

a distributor route changes to direct online sales, or a marketplace fulfiller starts repacking products;

the seller, importer, brand proprietor or contracting party changes;

a private-label mark, retail carton, grouped pack or master-carton configuration changes;

the factory changes a packaging component, material, weight, quantity per carton or upstream supplier;

a national authority, register, PRO, reporting rule or representative requirement is updated;

an annual sales calculation approaches a local threshold or does not reconcile with the previous period.

Keep a dated link to the authority or scheme page used, the person who reviewed the route, the role conclusion and any open question. When guidance conflicts or a national register has not adopted a new process, record the uncertainty and ask the authority or adviser rather than silently applying another country’s practice.

This also helps buyers avoid a common reporting mistake: using an old packaging weight after the factory has changed the pack-out. A revision-controlled record shows which purchase orders used the prior configuration and which used the new one. If the supplier cannot confirm the transition date, flag the affected orders for reconciliation instead of pretending the new weight applies retroactively to every unit.

Frequently asked questions

Does PPWR create one registration for all EU countries?

No. Article 44 describes registration in each Member State where the producer first makes packaging or packaged products available or unpacks packaging without being an end user. The Commission says existing national registration rules continue while uniform registers and reporting rules are being established. Check each destination’s current register and scheme instructions.

Does a factory’s packaging data decide which company files?

No. The factory can provide physical facts about its packaging configuration. The buyer’s legal entity, brand, sales route, destination, first-supply facts and national rules determine the role analysis. The supplier data supports that review but does not replace it.

Are small businesses automatically exempt from packaging EPR?

Do not assume so. The Commission describes possible flexibilities and exemptions for small producers, but Member States and schemes set conditions and procedures. Its current page also describes a proposal concerning authorised representatives for small businesses as under examination. Confirm the specific national conditions and current proposal status.

Does the same workflow apply to the United Kingdom?

The United Kingdom is not an EU Member State. A UK-based seller shipping into the EU may need to consider EU destination rules, while sales placed on the UK market require a separate UK analysis. Keep UK rows separate from the EU matrix and consult the applicable UK authority or scheme.

What should a buyer use as the first country-specific example?

Start with the country where the next order will be sold, and read its current competent-authority or scheme instructions. Koitor’s published guides for Spain, Italy and the Netherlands show how different national routes can require their own role and supplier-data review.

Practical takeaway for a multi-country hardware launch

Use EU packaging EPR work as a repeatable market-entry process: one row per destination and channel; one role review by the responsible business; one SKU- and revision-specific supplier data packet; and one dated record of the national register, scheme and adviser decision. Update the matrix when the product, pack-out, seller, fulfilment route or official guidance changes.

This is a practical way to manage EU packaging EPR across multiple destinations without treating one country’s answer as a universal registration or asking the factory to make decisions it cannot substantiate.
